Student Fee Funded Organizations

The University’s Fee-Funded Organizations are the most visible, complex and active student organizations on campus. These organizations are supported by and represent the entire student body and accordingly, the student leaders share a significant responsibility in the management of their groups.

The Department of Student Activities plays a key role in working with the student leaders of these organizations to help them achieve their goals, provide support and guidance, and enhance the educational experience of being a leader of one of these groups.

University Establishment of Student Fee Funded Organizations

These organizations, also known as Trustee Accounts and/or Fee Funded Groups, are recognized by the University Trustees in accordance with Sections 4-52 through 4-57a of the Connecticut General Statutes.


Delegation of Administrative Oversight of Fee Funded Organizations

In January 2009 the University President re-affirmed the delegation of administrative oversight of the student activity fee funded organizations to the Division of Student Affairs for the purpose of ensuring proper compliance to applicable state and university policies as well to ensure the organizations’ appropriate development and contributions to the University community.


Funding for Student Fee Funded Organizations

A significant source of funding for these groups is a fee paid by to all full-time Storrs undergraduate students (Graduate Students in the case of GSS). Visit the Bursar’s website and see the student fee bill.


The Student Activity and Service Fee Advisory Committee (SFAC) was established during fall of 2002 and is charged with reviewing the following fees on an annual basis to assist with transparency and compliance.

The creation, change or elimination of these student fees are regulated by guidelines adopted and revised by the SFAC in 2005. The committee includes as much student input as possible during all of the processes.

Operating Guidelines

This Activity and Welfare Funds Procedure Manual, developed by the State Comptroller’s Office, represents the basis of procedures for maintaining all "Activity" and "Welfare" funds operated in any state facility.

The Department of Student Activities has worked with the Division of Student Affairs to create the Operating Guidelines, Polices and Procedures for the Trustee Accounts and Fee Funded Groups. Please visit the Department of Student Activities Business Office website and view the guidelines.


Characteristics of Student Fee Funded Organizations

Each Student Fee Funded Organization possesses the following characteristics:

  • Organizations that are financially supported by student fees
  • High visibility on campus
  • High accountability to all students
  • Moderate to high risk activities
  • Regular interaction with University staff
  • Reliance on the University for funding, financial support, facilities and event planning support
